Student Scholarships The Houston Association of Professional Landmen Student Scholarship Fund is organized to recognize personal accomplishments, recognize academic achievement, and to aid the children of HAPL members in pursuing higher education through monetary contributions to first semester tuition. High School Student Applicants Applicant must be a graduating senior with a parent who has been an Active, Life, or Honorary Life member of the HAPL eligible to vote for the last three consecutive years (dues current). Note: If the parent has been transferred to Houston within the last three years, said parent should be a member of the HAPL for a minimum of six months and provide proof of membership of the local organization from which they were transferred. Students may only apply if they do not anticipate a full scholarship from a college or university or a full grant from other sources. Only one scholarship will be awarded per student. Welcome Welcome to the Houston Association of Professional Landmen (HAPL). We are a non-profit, professional organization founded in 1946 for the purpose of: promoting the landman profession, arranging and coordinating educational and social events for members and contributing to social needs of the Houston community. We number approximately 1400 active members located primarily in the Houston area. Our members represent oil and gas businesses ranging from very large oil companies to the independent landmen. The HAPL holds many events throughout the year for its members and interested non-members. Some of our events include: monthly luncheons, networking and social gatherings, community charity activites and educational seminars. The following message was sent to the HAPL membership on March 8, 2009: Fellow HAPL Members, Thursday, March 5th, a HAPL Special Board Meeting was held to discuss HB 1405, the Landman Licensing Bill currently in committee before the Texas Legislature. Over the last two weeks your board has worked closely to assess the political climate surrounding this unfavorable bill for landmen. In doing so, we have visited with staff lobbyist from several large oil companies, TIPRO, TXOGA, Texas Real Association and members of the Texas Real Estate Commission. We have visited with numerous independent lobbyist and are in regular contact with AAPL, all in an effort to stay on top of this licensing issue. We are reminded of the outcome of our survey in November where our members expressed their opposition to licensing, let alone licensing under the Texas Real Estate Commission. ARTICLE V MEMBERSHIP (This Article Revised Effective September 16, 2004) Membership in this association shall be open to all Landmen and those professionals who are directly, primarily and regularly engaged in performing services in the oil, gas and mineral industries. A Landman (regardless of title) is defined as a professional person regularly and primarily responsible for the negotiation, acquisition, divestment and management of interest in oil, gas and/or any other mineral estates in land. Eligibility for membership, approval of classification and the acceptance of any applicant therefor shall be determined by a Screening Committee appointed by the President, such committee to include the President. Only active members may hold office, chair committees, vote in association affairs or sponsor membership applications.
