HAPL April Luncheon

 
 

We are excited to get back to our regular in-person luncheon format this month and hope you will be able to join us at the Houston Petroleum Club for our April luncheon. Check-in starts at 11:30 and lunch will be served at 12:00 Noon followed by a presentation on " Updates from the Hill" by Todd Morgan of Morgan Capitol Consulting. This topic will cover the current political atmosphere as well as any changes affecting our industry at the Texas and National legislative levels.  We hope you can join us for a timely presentation, excellent networking opportunity and that famous pecan ball! 

 
1 RPL/CPL credit will be available.
 
 
**Per the Petroleum Club's policy: Face coverings or face masks are required while at the Club.  Face covering may be removed only while seated at dining table.  Face covering must be put back on if you get up from your dining table.  Face covering must be worn when traveling to the restroom. Valet is not available at this time. You can pay at the parking machine for a specific time limit. The elevators are restricted to 4 people at a time.**
 
 
If you make a reservation, pay for it, and later decide to cancel it before the reservation deadline, you can apply for a refund through the HAPL Office.   We must receive your request to cancel your registration in writing by email at hapl@hapl.org or fax at  713-622-3723.  You will receive the total amount charged minus a $5.00 credit card processing fee.  The deadline for this event is Friday, April 2, 2020.
 
When you request a refund, include the name and date of the event, and how much you paid.  Refunds cannot be made for reservations that were paid for, but not cancelled before the reservations deadline. When that happens, you are considered a no-show.
 
All pre-registered members/guests for this event that have not prepaid and do not attend will be billed as a no-show.

Todd founded Morgan Capitol Consulting in 2007, dedicating himself to serving a limited number of clients on issues where he could provide real value.  He prides himself on developing close relationships with his clients and a comprehensive understanding of their business and objectives.  In this capacity, he operates more like an in-house government affairs professional rather than a standard contract lobbyist.  His practice takes advantage of his long-standing friendships with elected officials and regulators and draws on his prior professional experience, allowing him to effectively represent businesses and organizations on legislative and regulatory matters.


Prior to founding Morgan Capitol Consulting, Todd spent eight years as Director of State and Local Government Affairs for Temple-Inland Inc, a Fortune 300 company with interests in manufacturing, real estate development, banking and minerals.  With oversight over Temple-Inland’s operations in the southeastern United States and California, he was responsible for formulating and executing complex legislative and regulatory strategies on a wide range of issues.


Todd began his professional career in 1990, working for then, Railroad Commissioner John Sharp, following him to the Texas State Comptroller’s office in 1991.  During his eight years with Comptroller Sharp, he served in various executive capacities including Manager of Research and Revenue Estimating, Assistant Director of Tax Enforcement, Director of State-Federal Relations in Washington DC and Executive Director of the Texas Tomorrow Fund.  During this period, he developed extensive management experience and worked closely with state and federal legislators and their staff.


Todd Morgan is a native of Abilene, Texas.  He received two degrees – a Bachelor of Business Administration in Finance and a Bachelor of Arts in Economics from The University of Texas.  He lives in Austin with his wife Jennifer and two sons, Hill and Drew.
